I have seen this, but I'm not sure I remember what the issue was.  I think
the FLASH you are trying to run in your 2500 may be 2600/3600/4000 style.
It will register... but the speed is too slow for that router, so it gives
weird reading.  Ultimately this does not work.

I think this is the issue you are seeing
