It's a terminology thing. The description below is just a generic 
description of early token release. There can be multiple frames (busy 
tokens). There's only one free token.

Most people don't describe a frame as a busy token.

When I said there could be multiple tokens, I was just confused. Please let 
it go at that. ;-)
