Raul- ask your provider for status reports.  We get them from Qwest weekly,
documenting our Frame & ATM connections.  You would want to pay special
attention to the Ingress & Egress values.  This would reveal a busy Telco
switch or even a Zero CIR circuit as the culprit.  If your a Touch America
customer- good luck :o)
