If this is a server port then I would troubleshoot as follows:
Set speed/duplex on both ends of the connection and disable all other
autonegotiation features:
set port channel 8/48 off
set trunk 8/48 off .
If problem continues,
Replace the patch cord from the server to the jack (or the server to the
switch if there is no jack) If the problem continues,
Replace the patch cord from the patch panel to the switch. If the problem
continues,
Move the server to a different switch port(properly configured).  If the
problem continues,
Try another NIC card in the server.
