Actually, the 1600 series running the IP Plus version of IOS does in fact
support BGP.

Cisco1605#config t
Enter configuration commands, one per line.  End with CNTL/Z.
Cisco1605(config)#router bgp 1
Cisco1605(config-router)#

I can't imagine it being very useful, but perhaps for a small view or lab
situation it could serve its purpose.
