Right, the problem is not that it won't come up. The problem is that it DOES
come up intermittently for no apparent reason (apparent to me at least)!
I removed the access list entries and shortened the idle-timeout
intentionally in an attempt to figure out why it's still dialing
intermittently.
I'm thinking it's some routing update, or some automatic check it does when
in backup mode, but those sound pretty shaky even to me. . .
