As long as you can communication using IP between the two peer routers (i.e. either both frame connections have an IP, are using unnumbered, or you setup the DLSW tunnel using a loopback), your DLSW tunnel should work just fine. Can you explain a bit more about your problem and perhaps post the config your using? I guess, first thing tho, would be to ping between the two routers using the IP addresses that are used to setup the DLSW tunnel.
