Most of my experience with this is using external CSUs. However, from my understanding, they telco gives some "magic" command that is like a universal signal to CSUs to put them in loop mode. But they can indeed loop the CSU separately from the SmartJack as there have been many times where I've worked with the telco to solve wiring problems inside of a building (between the smartjack and the CSU).
