Use Dialer watch, which basically monitors a dynamically learned route
(eigrp/igrp) and if for the route disappears it activates the backup link.
Since it is not reliant on an interface status (which could be reported as
up), it would work in your case.

The other option is to use dialer profile, which will free up the BRI to be
used by floating static.

As with all the questions, the answer would depend on ur network scenario,
but in most cases the first option is applicable.
