You need to hit Ctrl-Shift-6 for each hop in between you and the router. In this case there are two routers involved so you need to hit it twice before hitting X. As you can see, hitting it once takes you back to the beginning of the chain.
Now, let's say you were connected to the console port of R1 and then telnetted through R2 into R3. (R1----R2----R3) If you hit Ctrl-^ X once, you'll return to R1. Had you pressed it twice before hitting X you'd go to R2. Hit it three times and you'll escape out of that traceroute but still be in router 3.
