Anthony, Check out www.shunra.com they have a simulator called the 'Storm' that is awesome! It allows you to manipulate latency, jitter and packet loss. Its a hardware solution however I have seen a freeware version of this out on certain linux centrix sites. It works great though, I used it on a VoIP gig in order to perform proof of concept tasks.
