In answer to your direct question, yes that rate is low historically for someone with 10 years experience (which in my opinion, vastly outweighs the worth of the CCIE) in the Bay. But then of course these are unusual times.
And yes, in general, as a contractor you cannot expect to be working 40 consistent hours per week for 50 weeks. In fact, working 75% of the time is considered to be exceptional.
