If you can answer this question then, I think the concept would be clear. Do
you need to call the Frame Relay providers if you want to make a connection
from (dlci 301)CH to SF(dlci 302)? I guess your answer would be No. That
also answer your question.

The hub-spoke network is this scene is a point-multipoint configuration. The
dlci numbers and other necessary switch parameters had been given to you.
How to order your configuration is none of the frame relay providers'
problem.
