I had the same issue with FRF.12.  Sounds good in theory and on papaer, but
in the real world, it never works.  FRF 11 Annex C is OK (VoFR) and PPP
multilinking is OK, but FRF.12 is no good.

Remind me to thank Cisco for drinking the FRF.12 kool-aid.
