BGP will NOT ADVERTISE a route (if synchronization is not turned off) if it does not know about it via IGP (do a show ip route to see it) or if the next-hop is unreachable. The above example will work because BGP INDEED KNOWS about the status of next hop via "DIRECTLY CONNECTED" status.
