According to Cisco's HW/SW compatibility matrix, you need one of the following IOS versions to support a WIC-2T on a 3620: 12.0(7)XK, 12.1(1)T, 12.1(5)YB, 12.2(1), 12.2(2)T, 12.2(2)XT Don't assume that if you try a later version of IOS that it's definitely going to support your card.
