To do reverse telnet to some Cat switches (with the RJ45 port), you need to "hardwire" pins 1 and 8 on the Cisco rollover cable. I had the same problem with a 2924XL and this solved the problem.
To do this, just "nick" the side of the rollover cable on pin 1 and pin 8 -- just enough to expose the conductor. Then solder a small strand of wire between pin 1 and pin 8. Should solve the problem.
