I always thought that PAT was in 11.3, but only for Service Providers IOS's. I thought it didn't ge released to IP IOS until 12.0. And I didn't know that NAT was out in 11.0 in plus only. I only answered 11.3 and 12.0 because he only was interested in IP IOS.
