I believe that they are two different functions. The broadcast command after a frame relay map is to tell the circuit to support l3 broadcasts over a the non-broadcast L2 protocol. The ospf broadcast network command is to tell the ospf protocol that it supports broadcast and is multiaccess. I beleive this is the default for ethernet, fddi and token ring.
