c3640-d-mz.122-6.bin  <-- is the version your running which is IP/IPX/AT/DEC

In order to suppose IS-IS, you need the enterprise version, or with regards
to your 3640, enterprise plus

c3640-js-mz.122-6.bin <--- would be the filename you want.
