No.  You get paper, a pen or pencil, and that's it.  There's no need to go
to binary first.  Just do this:  remember the first four powers of 16.  16^0
= 1, 16^1 = 16, 16^2 = 256 and 16^3 = 4096.

THen when you see a hex number, simply multiply the Decimal value of the hex
digit times the respective power of 16 and add.

i.e.  0x0F00 (from above) = 0*4096 + 15*256 + 0*16 + 0*1 = 3840.

(actually, I would look at 0x0F00 as 0x1000 - 0x0100 which is just 4096-256
= 3840).. heh =)
