If you are using RADIUS to authenticate your users, you can have RADIUS send the "framed-ip-address" attribute-value pair to the client, effectively using RADIUS to issue IP addresses based on client username. There may be a similar way with TACACS or TACACS+, but I'm not familiar with these.
