Blackhole routing.

When you have a Layer 3 VLAN interface, and there are no hosts
in that VLAN, then the router shuts down the interface (down/down)
because there is nothing reachable on that network (preventing
packets from entering the network because they have nowhere to go).
It's a feature, not a bug ;>

I think what you are talking about is that it's in up/down, which I believe
I have seen before, but I can't remember the exact reason.  What does
the 'show logging' display as the reason it went into that state?  Are you
using a 6509 (CatOS) + MSFC (IOS) or PFC+MSFC SupIOS?
