I really don't have this problem in a production sense.  I'm working with
HSRP and the standby track commands.  I was really trying to create an "up"
"down" state on the vlan interface for testing HSRP tracking. Still
testing...

What it sounds like is that you have the vlan setup on the Cat but you have
no
one connected to that vlan.
