I was suprised to hear that the 2500 series didn't support xmodem, but looks like that's true.
http://www.cisco.com/warp/public/130/rommon_boot_image.html Note where it says: If your router has no valid image in Flash or Bootflash, and no other ROMmon upgrade procedure, the only way to recover is to have a similar router with a compatible Flash card, download the image on that router, and then move the Flash card to the one that is stuck. Which, of course, means creating a new partition, copying to that partition, etc, etc... Not pretty.
