You can use SmokePing (http://people.ee.ethz.ch/~oetiker/webtools/smokeping/index.en.html) or MRTG with PingProbe (ftp://ftp.pwo.de/pub/pwo/mrtg/mrtg-ping-probe/) to capture the data and create graphs, how you distribute it is up to you. I don't know of anything that will print or email the reports directly from the application. If you're handy with Perl a scipt could do it for you.
