Netsaint may be an idea, it's a network monitoring tool and has some neat abilities, plus it's free and runs quite will on linux. It has the built in ability to send e-mail/pager alerts. It also would allow you to write custom scripts to do just about anything. Plus, it's a Web front end, so you could make it available to anyone in the company, or just a few.
