One of the following:

1) bad dram
2) bad flash
3) bad ios image
4) incompatible ios image with module loaded in router
5) bad module in router
6) bad router

It's one of those things.  First thing, try putting a new ios image on the
router.  See if that fixes it.  If not, try a different IOS image
(version/feature set/blah blah, check with TAC or whatever, make sure you
have the right code running for the modules that you have).  If that doesnt
work, pull the modules out one by one and see if one of them fixes it.  If
that still doesnt work, try replacing the dram, see if that does it.  IF
not, try replacing the flash.  If none of those things work, it's SMARTNET
time!  :)
