It depends on what DSLAM brand Qwest will be using for your DSL line.
According to CCO's WIC-1ADSL information:

"Interoperates with the Cisco 6000 Series Digital Subscriber Line Access
Multiplexer (DSLAM) with Globespan chipset and Alcatel DSLAM with
Alcatel chipset

Sustains up to 23 virtual circuits per WIC"

Which indicates that if Qwest uses any other DSLAM at the nearest CO,
you won't be able to use that module.
