The possible causes I can thnk of are these :

Use show process to find the process that is eating up the cpu cycles.
Maybe you have your http port open on the router and the heavy load is the
result of probing on port 80 for example through Nimda.
Check your debugs maybe some debug is overloading the router.
shutoff commpression on the wan links and check out the CPU load.
