I'm wondering why on the router you have e0/0 being 12.3.1.1/24 and to0/0
being 155.15.15.1/24. It doesn't look like the Ethernet and Token Ring
networks are really bridged?? If they are bridged, then they don't need IP
addresses, or they should have IP addresses in the same subnet. The PCs
should be in that same subnet also. To make sure you really have created one
big bridged/switched network, put everything in the same IP subnet and do
some pinging.

To test Windows and SR/TLB networking, however, you don't actually need or
want IP. Instead, make sure the PCs are using NetBEUI. The bridge should
forward their broadcasts and they should find each other. The PCs should not
use NetBIOS over IP or IPX. You don't need or want network-layer packet
forwarding for your test, if I understand what you are trying to accomplish.
