Thanks to both of you for considering the problem and providing input. I
will try both suggestions, and believe that the 'isdn fast-rollover-delay
(seconds)' will work.

--------------------------------------------
isdn fast-rollover-delay seconds

Configures
Time delay between consecutive dial attempts

Default
Disabled (0 seconds)

Description
If more than one dialer map is provided for an ISDN interface, this command
provides the time to wait (in seconds) after the first map fails before
placing a call using the second map.

--------------------------------------------

Configuring the fast-rollover-delay to, say, 10 seconds should give the
second dialer which has called the busy number a chance to clear before
placing the call to the non-busy second number.

The dialer load-threshold is currently configured just on Capetown, where I
have been originating the calls from, but I have had it configured on both
sides with the same results. I'm interested to see if changing this value
to 3 will have an effect on the problem.

I'll post a results as soon as I get a chance to try these configs.
