This is my interpretation:

-       When the packet is identified, but not marked  classification is
said to be on a per hop basis 


o       The classification pertains only to the device that is in on,
not passed to the next router 

o       PQ, CQ 


-       When marked for network wide use, IP precedence bits can be set

I'm looking over the QoS Config Guide, and can't seem to find any clear
distinction between the two - the Guide seems to be using the terms
interchangeably.  Anyone have any insight into this?
