Perhaps try disabling and reactivating the service. That might help reset the load calculations. As I recall, a load of 255 means that it's unreachable but I don't know that for certain. When you see this, have you tried verifying that the logical web server associated with that service is actually accepting requests? If it is, can you determine if there would be any cause for performance issues on that server?
I don't remember, is there a version of the show load command that will give you details about the load calculation for a specific service?
