Hi ,

 I suspect your using the wrong feature to accomplish your task. The feature
you’re using: CBWFQ, is a queuing mechanism that "kicks" in when congestion
is faced. The following is from CCO :

"The bandwidth assigned to a class is the guaranteed bandwidth delivered to
the class during congestion.”.

>From what I can gather, you’re trying to create virtual pipes from your main
pipe. Try using CAR (committed access rate). The following links provides
