Random thoughts: Flash card is not inserted. I'd imagine in that case it would boot to rommon. Power supply is defective/ plug into router is bent. Then I'd expect no lights. Assuming the lights work - can you see the router boot? Console port is damaged. If you have another router try connecting it to an Ethernet port and see if you can vty from the good router to the 1605.
