have you got your access-lists set up correctly? something like: access-list x permit tcp any any eq smtp access-list y permit tcp any any eq www and so on. it seems important that you have a default set somewhere also. undefined traffic goes to which provider? once you have your access-lists set up then the route-map part is relatively simple: route-map policy permit 10 match ip addr x set ip next-hop a.b.c.d OR set interface atm etc route-map policy permit 20 etc policy maps apply to nbound traffic only, so you place the policy on the interface inbound from your network.
