Notification is one of the 4 message types used by BGP. The other three are keepalives, open and updates. Notifications are used to inform the receiving router of errors. Looks like neighbor did not respond before hold down time expired and therefore adjacency was lost and then recovered 9 min 16 sec later. Hope this helps.
