I don't know much on them, but perhaps the Adtran Atlas line of products might be able to help. I know they can do voice and data PRI's, along with ISDN, but beyond that, I am without experience. :(

Within the Cisco product line, I suspect I get close with an MGX or the like, but probably fall short in circuit-switch call supervision and routing. Thoughts? I'm going to review my Nortel Passport documents to see if it has the loop supervision capabilities available; I vaguely remember a version that might.
