We've spent a fair bit of time refining some of the BGP definitions in this document, and they might help with some confusing points. They do represent a consensus among Cisco, Juniper, NextHop and Nortel. One of my coauthors, Sue Hares, is cochair of the main BGP committee and we are anticipating some of the RFC 1771 cleanup terms (now in draft 19).
