This is a big problem, I agree. For many Unicode characters, there
isn't a possibility to input them effectively. Perhaps the best I'm
aware of is Christian Wittern's 4corner input method for the complete
CNS 11643, which can now be converted to Unicode.
I can send it to you offline in case you are interested.
Regarding display on screen, I can't help since I don't use Windows.
AFAIK, it is possible to synthesize fonts with the `fontconfig'
library (which is used on current X Windows systems), defining
fallback fonts for Unicode ranges which aren't covered by the
currently selected one.
