The fontenc is not necessary at all, and does not affect the CJK
glyphs. It does affect the T1 glyphs, which are Latin glyphs.
If you use the fontenc package, T1 glyphs will not use the CJK font
but will use standard TeX fonts like CM. All CJK fonts have ugly
Latin glyphs, do not cover all the glyphs and don't scale well. That
is understandable: these fonts are focused on CJK characters, not on
Latin characters.
So I would recommend using fontenc: you still use the CJK font for
your CJK glyphs, and you will get nice glyphs as well for all the T1
(or T5, etc.) glyphs.
