Under Unix systems, especially Debian, you can use SCIM's pinyin input method. 
About the SCIM, you can see:

After the SCIM input method has been installed, you must install a input  
method table, say, scim-pinyin, and the corresponding chinese's font, 
say, wenquanyi, (http://sourceforge.net/projects/wqy), to support the 
chinese characters's input and display.  Then you can use the pinyin of 
the the emperor's name to do that thing, that is, activate the 
SCIM-pinyin input method, than just type the *qin shi huang* for 
*秦始皇*.
