If you use a more recent version of Ubuntu, it should already have the "latex-cjk" package that I created for Debian. You ought to install latex-cjk-chinese-arphic as well to get all the fonts. These packages provide font definition (.fd) files for both UTF-8 and a local encoding (GB2312 or Big5).
