Small progress report:

I have modified the JIS katakana in wadalab gothic font as a test, and
output .tfm and .pfb successfully from fontforge, and gotten latex and
dvips to reconize the modified characters.

I am still figuring out the Werners scripts to do the conversion of
font metrics to unicode, and also still have to check out Danai's
subfont scripts.

Surprisingly, much as I had heard great things about FontLab, the
version I could install (5.0.0) did not have (or I could not find) a
horizontal scaling function, whereas fontforge does. Still, FontLab
has a much nicer presentation (using Windows TTFs under wine) whereas
fontforge comes up with ugly ugly bitmap fonts.
