You have to use a CJK environment *while calling* \newcites.  You
only activate a CJK environment within the macro (which is active
*while executing*), which isn't sufficient since the used CJK
character codes get the wrong \catcodes.

With other words, you should say

  \begin{CJK*}{GBK}{}
    \newcites{...}{...}
  \end{CJK*}
