This is very problematic, unfortunately. Babel is a core part of LaTeX, however, it is essentially unmaintained. Its `todo.txt' file (more than three years old) already talks about yet-to-add Thai support. The origin is probably a Thai submission in 2005, as indicated by entry `babel/3828' in the LaTeX bug database. Alas, this entry is apparently non-public. On the other hand, it is very good that there is no `thai' option yet in Babel, thus it is straightforward to simply provide a separate CTAN package with the necessary Babel files, as Hin-Tak has pointed out.
