I don't know about the neutering but if they breed their dog/bitch while a
breeding restriction is in effect, you don't need to hire a lawyer.  I've had it
happen and I fought it in Small Claims Court and I won.
Now mind you, I wanted the bitch back but the judge pointed out that that was
not mentioned in my kennel contract so he awarded me damages.  Needless to say I
went home and changed the wording of my contracts.
