Yes. That is exactly what this means. Freshclam runs as a daemon,
started from /etc/rc.d/init.d/freshclam. It reads /etc/freshclam.conf
for its settings.

/etc/cron.daily/freshclam is used simply to remove unchanged non .cvd
files in the database directory.
