Count the companies vs end users. Tens of millions vs tens of thousands is a relatively few in my book. Companies that don't filter outbound deserve the grief they earn. Most companies are outnumbered by their employee head count (those are among the end points I speak of - desktop systems). And there's precious few companies that cannot afford a cheap Barracuda (that should set off a certain someone here) for outbound mail or even a self-built server running Clamav for malware and J-Chkmail to separate the ham from the spam.
